Get to Know the Federal Budget: President Biden’s FY23 Budget

 
President Biden released his FY23 budget request, kicking off the annual appropriations process. Read on to learn more about what his proposal includes for community health centers.
 
President Biden presented his FY2023 budget request at the end of March, which signals the beginning of the annual appropriations process. The $5.8 trillion budget includes additional funding for community health centers and a variety of health care priorities. The president's request signals the administration's overarching priorities, even though Congress has ultimate say in crafting the budget.  
 
What is included in the budget for community health centers? 
The President's budget proposal states, the President ultimately wants to double the federal investment in community health centers.1 President Biden's proposed FY2023 budget includes an additional $155M for community health centers, which would bring total funding to $5.7B.2 The addition $155M in funding would be available for the following programs and services at community health centers:  
  • $85M for early childhood screening and development services to 425 health centers to support the placement of early childhood development experts in health centers, who will work with the primary care teams to determine whether children are reaching development milestones, address parent's questions, and connect families with additional services.3 
  • $70M to expand the Ending the HIV Epidemic Initiative. This Initiative provides testing and prevention services and HIV care and treatment, and the additional funding would expand the program to another 100 health centers.4  
  • Ongoing supplemental awards for mental health and substance use disorder services, with an emphasis on the opioid epidemic.5 
 
How does the budget support health center workforce? 
The proposal also includes an additional $90M for the National Health Service Corps, bringing total funding to $50M.6 The National Health Service Corps supports the primary care workforce and connects primary care providers to underserved areas.7 The additional funding for the NHSC will be devoted to the following programs:  
  • $60M for loan repayment for providers to provide opioid and substance use disorder treatment8 
  • $25M for mental health and behavioral health specialists in crisis centers9 
  • $5M for Maternity Care Target Areas (MCTAs) to implement portions of the Improving Access to Maternity Care Act, which requires the Health Resources and Services Administration (HRSA) to establish criteria for and identify MCTAs then collect and publish data on maternity health care in health professional shortage areas.10  
 
What's next for the budget? 
Following the release of the president's proposed budget, Congress will typically work on a budget resolution, which establishes the top line budget numbers and then Congress begins crafting the necessary appropriations bills.
