President Biden’s FY24 Budget Request

 
President Biden released his administration's FY24 budget request last month, kicking off the annual appropriations process. Read on to learn more about proposed investments in community health centers!
 
President Biden released his FY24 budget last month, marking the official beginning to the annual appropriations process in Congress. The budget includes an increase in funding for community health centers and investments in key workforce programs. President Biden has publicly stated his long-term goal is to double the investment in community health centers.1  

Although the president's budget includes additional funding for health centers, Congress makes the ultimate decision on crafting and passing the final version of the budget.
 
How much funding does the budget include for community health centers?
President Biden's FY24 budget proposes a total increase of $1.3B for community health centers, which would bring community health center funding to $7.1B. The funding includes $1.264B to multi-year base funding for community health centers and an additional $80M through the annual appropriations process.
 
Funding for community health centers will be devoted to the following programs:
  • $290M for Ending the HIV Epidemic to provide testing, prevention services and HIV care and treatment to reduce the number of HIV infections in the U.S. by 90% by 2030.2,3
  • $85M for Early Childhood Development to increase developmental screenings and services for children up to age 5. 4,5
  • $20M for the Alcee L. Hastings Program for Advanced Cancer Screenings in Underserved Communities.6
How much funding is devoted to workforce programs?
President Biden's budget proposal includes additional investments in workforce programs including: 
  • Nearly $1B for the National Health Service Corps to support the health care workforce in health professional shortage areas.7,8
  • $157M for the Teaching Health Centers Graduate Medical Education Program to support primary care and dental residency programs.9,10
The budget also includes funding to support a new program, innovative health care workforce program, and other programs to support primary care and behavioral health training, prevent burnout for the health care workforce. 
 
What comes next for the budget?
The president's budget outlines the administration's top priorities, but Congress must ultimately finalize and pass the budget. The next step is for Congress to adopt a joint budget resolution, outlining topline spending numbers, however if Congress cannot agree on a join budget resolution each chamber will develop its own.11 Appropriations committees then craft the 12 different appropriations bills to fund the government.
