Business Director
Responsible to the Executive Director of Practice for the administrative, financial and personnel management of the College of Nursing, Office of Practice department including the financial, business and information technology management of the primary care nurse-led sites.

As part of the Office of Practice Administrative team, this position will work closely with the Executive Director, Associate Dean, and Director of Fiscal Affairs in overseeing center operations, financials, renovations, risk management, etc.; ensuring compliance with federal and state laws regarding Medicare, Medicaid, TennCare, CUA, OSHA, and standards of accrediting bodies; coordinating practice network activities with other agencies; monitoring electronic practice management and medical records systems, pharmacy electronic records system and dental records system for coding and data integrity to prepare quarterly and annual reports for the nurse-led sites, and for making decisions relating to practice strategies; and performing other related duties as assigned.
Essential Duties
  • Functions as Operations Manager/Financial Officer for all nurse led clinics and health centers. Supervises administrative and support personnel in the department. 
  • Responsible for the development, maintenance and monitoring of annual operating budgets while providing financial management and reporting of all College of  Nursing, Office of Practice grants and revenue accounts, including reporting of finances to PI, CHC Governing Board and Dean’s office.
  • Serves as operational relationship manager for third party vendors, ie. Billing and Collections, Electronic Medical Records (EMR), Electronic Dental Records (EDR), Pharmacy management system and Electronic Practice Management (EPM) systems.
  • Responsible for optimal vendor accountability and delivery of service in accordance with executed agreements.          
  • Active participation in national organizations that support management of nurse-led clinics such as health center controlled network and national nurse led consortium committees and councils related to grant funding and clinic operational support.       
  • Oversees the integration and operational management of the EMR, EDR, EPM.       
  • Oversees and reviews the preparation of federal and state reporting required for the Community Health Centers and Rural Health Center, i.e. UDS, Medicare Cost reports, State PPS, Safety Net, etc.  
  • Oversees the management of the Office of Practice contracts and clinical affiliation with third party payers, other institutions, other ETSU departments, and community partners. 
  • Maintains compliance of all the nurse-led sites with University, and State financial and personnel policies and procedures.         
  • Prepares budgets for grant proposals.         
  • Reviews and analyzes financial reports to monitor and project future financial performance of clinics.        
  • Coordinates with nurse-led center directors to determine practice site personnel needs.        
  • Leads the coordination of nurse-led clinic revenues, financial reporting and billing compliance.
  • Assures the successful completion of all funded projects.          
  • Prepares CHC budgets for grant continuation.         
  • Prepares monthly financial reports for FQHC nurse-led sites’ committees which consist of but are not limited to Continuous Quality lmprovement, Finance and Governing Board ·         
  • Engages with consultants and outside vendors related to contracts and services, serves as liaison for the execution of the contracts.       
  • Assists grant Principal Investigators (Pl) with financial management, reporting and compliance
  • Participates in development of long-range strategic plans, governance structure and objectives for practice management.        
  • Participates in recruitment and retention of clinical, professional and support staff.
  • Analyzes Practice Department outcomes and actively participates in the development of short-­term and long term strategic planning goals.        
  • Coordinates purchasing, accounts payable, payroll and grants management.         
  • Directs planning, analysis, preparation, development and monitoring of practice budgets. 
Secondary Duties
  • Provides consultative services on behalf of the College of Nursing to other facilities and educational institutions regarding practice management, grants and clinic development.        
  • Strengthens existing vendor relationships related to collaboration, efficiency and quality.       
  • Supports departmental and/or organizational strategy development, risk management and quality improvement.       
  • Recommends organizational and other changes based on the departmental and clinic goals, performance and resources.        
  • Performs other related duties as assigned.

Knowledge, Skills and Abilities
  • Knowledge of health care finance and administration. 
  • Knowledge of grant funding and financial accounting principles. 
  • Knowledge of federal regulations as it relates to FQHC & RHC, including reimbursement and reporting. Knowledge of CMS regulations, especially as it relates to Medicare, Medicaid and FQHC/RHC. Knowledge of credentialing regulations by payers. 
  • Knowledge of university, and department financial records system. 
  • Knowledge of health care service planning, budgeting, financial management and forecasting. 
  • Knowledge of managed care and third party payers. 
  • Knowledge of project management. 
  • Ability to communicate effectively both orally and written. 
  • Ability to work independently. 
  • Ability to establish and maintain effective working relationships with administrators, faculty, board members and the general public. 
  • Ability to utilize computer software effectively. 
  • Ability to analyze financial data 
  • Strong problem solving and interpersonal skills. 
Required Qualifications
  • Bachelor’s degree in business and or healthcare related field (if a Master’s degree has been obtained and is in a healthcare or business related field, then bachelor’s can be in another field).
  • Five (5) years of healthcare financial and administration experience
  • Training and/or experience in financial management; FQHC/RHC financial operations
Preferred Qualifications
Master’s degree in healthcare or business administration preferred.
