Director of Clinical Services
POSITION SUMMARY:
The Director of Clinical Services (DCS) is responsible for overseeing all nursing services across the Memphis Health Center network, including Adult Medicine, OB/GYN, Pediatrics, Healthcare for the Homeless, HIV and other clinical ancillary departments.  Ensures the quality and expansion of nursing services, the development of nursing policy, patient safety, delivery of care and continuing nurse education, while collaboratively working with management to ensure Joint Commission, Health Resources and Services Administration and Patient Centered Medical Home compliance throughout the organization. Maintains an awareness of changes in healthcare clinical matters that could have an impact on the success of the organization. The DCS will serve as the Infection Control Nurse and will serve as the lead in the Center’s quality initiative by providing leadership to achieve outstanding performance on HRSA clinical and financial performance measures.

Requirements ESSENTIAL DUTIES/RESPONSIBILITIES:
  1. Devotes a minimum of 30% of time to direct patient care.  Devotes up to 70% of time to administrative duties.
  2. Plans and facilitates clinic and patient flow processes.
  3. Collaborates with the Chief Medical Officer in developing, supporting and enforcing policies, procedures and processes, which maintain the quality, safety and efficiency of medical services provided by the organization, as well as furthers the organization’s mission, goals and vision.
  4. Provides leadership to nurse employees that will foster support, create ownership of goals and permit active participation in decisions that impact clinical processes and patient care.
  5. Maintains necessary regulatory and compliance approvals and quality accreditations.
  6. Partners and collaborates with physicians affiliated with the organization to address concerns regarding clinical processes and patient care.
  7. Assists in the planning of new services that generate additional sources of profitable revenue for the organization.
  8. Establishes standards for nursing practices and maintains authority, accountability and responsibility for nursing services.
  9. Develops organizational patient care programs, policies and procedures that describe how nursing care is assessed, delivered and evaluated.
  10. Oversee and manage quality, infection control, lab, X-Ray and nursing staff.
  11. Manages the nursing services budget and works with management to ensure sufficient number of qualified staff are available to address patient needs.
  12. Plans and provides nursing care interventions in order to prevent complications and promote improvement of patient comfort and wellness.
  13. Participates in Continuous Quality Improvement processes and meets with organization leaders to address needs and challenges.
  14. Provides recommendations, advocates and/or implements, new and/or changes to existing policies and procedures, laws or regulations.
  15. Develops and implements procedures in response to organization policy, state and federal laws.
  16. Supervises subordinate personnel including: hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
  17. Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement.
  18. Responsible for pre-employment testing that includes vaccination processes, annual TB/Influenza testing and/or vaccinations, and the management of potential blood exposures, employee illnesses and disease outbreaks.  
  19. Responsible for coordinating the infection control program which includes surveillance; analysis of data; developing reports, policies and procedures
  20. Provides consultation and education to staff, physicians and community leaders in respect to Infection Prevention & Control.
  21. Coordinates with the Infection Prevention and Control Committee to determine the direction of surveillance activities and actively evaluate effectiveness of the Infection Prevention and Control Plan annually.
  22. Ensures the infection prevention and control procedures meet CMS, county and state, APIC and CDC regulations, standards or guidelines.
  23. Reports communicable diseases and supporting laboratory data to the local, state and national health departments as required.
  24. Participates in the development and review of Infection Prevention and Control Standards of Care, Risk Assessment, Policy and Procedure.
  25. Reviews appropriate laboratory reports, clinical information systems, and other sources to retrieve surveillance data.
  26. Documents appropriate surveillance data elements on the surveillance.
Quality Improvement
  1. Works in collaboration with executive leadership, department heads, and clinical staff in the development of processes to systematically monitor, evaluate and improve the quality of care rendered in accordance with accepted standards and evidence-based practices.
  2. Collaborates with clinicians to design tools to assess patient panel-level data, extract data on patients’ health, and provide methods to better manage population health and facilitate system-level improvement.
  3. Monitors health plans quality indicators data to target specific quality improvement initiatives to drive HEDIS performance and contract compliance quality performance.
  4. Collects and summarizes performance data, identifies opportunities for improvement, and presents activities and outcomes monthly to the Quality Improvement Committee.
  5. All other duties assigned by Management.
 REQUIRED EDUCATION/EXPERIENCE:
  1. Current Nurse Practitioner license for the State of TN is required
  2. Five (5) years of clinical care nursing experience including two (2) years of supervisory or administrative responsibilities.
  3. Master's degree in Nursing from an accredited institution.
  4. Current BLS, CPR, PALS & ACLS certifications.  Current DEA License.
  5. The ability to use electronic health record system. The ability to communicate effectively in person, on the telephone, and via e-mail with other staff, the public, the patients and the medical staff.
  6. Strong written and verbal communication skills.
  7. Ability to establish and maintain effective working relationships with hospital staff, physicians, patients, and patient's families.
  8. All other duties assigned by Management.
 PREFERRED/EXPERIENCE:
  1. Three (3) years or more of supervisory or administrative responsibilities.
  2. Doctorate of Nursing.
