From the CEO's Desk

As I write this first “From the CEO’s Desk,” I am grateful to the staff of TPCA and each of you for the warm welcome I have received. In my first six weeks, I have had the opportunity to meet individually with almost every member of the TPCA staff, attend a PCA CEO Learning Collaborative where I met with peers from around the country, and visit almost a third of our member health centers. I am so very pleased to be a part of this community. My tour of health centers will continue to provide an opportunity for us to visit one-on-one. I look forward to learning not only what makes each of you and your health centers unique, but also those qualities and values that we have in common that bind us and make us stronger together. 

In the coming months, we will develop our Strategic Plan for the next three years. Development of a strategic plan for any healthcare organization seems a daunting task, as the current environment is prone to sudden and dramatic changes in response to technology, politics, or prevailing philosophies of care. It is even more challenging for health centers, who face not only the aforementioned challenges but, as the local solution to our national health care crisis, must be responsive to the needs of their community. This is not an impossible task. However, it is one that requires intention, thoughtfulness, and a bit of creativity. The right strategic plan for TPCA will contain adequate specificity to drive deliverables; flexibility to remain relevant with evolving care delivery models, payment mechanisms, and shifting political tides; and an ambitious nature that provides support and advocacy for health centers as they drive toward our collective vision of the future.

HRSA Funding Opportunity

HRSA recently announced the availability of fiscal year (FY) 2018 Expanding Access to Quality Substance Use Disorder and Mental Health Services (SUD-MH) supplemental funding. Funding totaling $350 million is available to help HRSA-funded health centers implement and advance evidence-based strategies to:

  • expand access to quality integrated substance use disorder (SUD) prevention and treatment services, including those addressing opioid use disorder (OUD) and other emerging SUD issues; and/or
  • expand access to quality integrated mental health services, with a focus on conditions that increase risk for or co-occur with SUD, including OUD.

Applications are due Monday, July 16, at 5 p.m. Eastern time. This is a quick deadline for application and we invite member health centers to contact TPCA if we can support you with technical assistance.
National Health Center Week Celebrates Health Center Heroes

National Health Center Week 2018 will be observed August 12-18. This year’s theme is “Celebrating Health Centers: Home of America’s Health Care Heroes.” National Health Center Week is an annual celebration with the goal of raising awareness about the mission and accomplishments of America’s health centers over the past five decades.

HRSA Releases PAL 2018-03: Proposed UDS Changes for Calendar Year 2019

In June, HRSA released PAL 2018-03, Proposed Uniform Data System Changes for Calendar Year 2019. According to HRSA, "This Program Assistance Letter (PAL) provides an overview of proposed changes to the Health Resources and Services Administration's (HRSA) calendar year (CY) 2019 Uniform Data System (UDS) to be reported by Health Center Program awardees and look-alikes in February 2020. Additional details regarding these changes will be provided in the forthcoming 2019 UDS Manual."
